John W Flannagan Reservoir - COE/Lower Twin Campground

Overview

John W Flannagan Reservoir, specifically the Lower Twin Campground, offers a peaceful retreat managed by the U.S. Army Corps of Engineers. Located near Haysi, Virginia, this area is defined by its deep, forested valleys and the clear waters of the reservoir. It serves as a primary gateway for those looking to disconnect and immerse themselves in the rugged beauty of the Appalachian mountains while enjoying water-based recreation in a quiet setting.

Location & Surroundings

Situated in the heart of Dickenson County, the campground is nestled along the shores of a 1,145-acre lake created by the impoundment of the Pound River. The terrain is hilly and heavily timbered, providing ample shade and a natural sense of seclusion. Its position within the Cumberland Plateau makes it a scenic destination for travelers who appreciate winding mountain roads and dense forest canopies that change brilliantly with the seasons.

Amenities & Park Features

Lower Twin Campground provides the essential comforts needed for a successful RV trip, including water and electric hookups at many of its spacious sites. Visitors have access to a centrally located bathhouse featuring hot showers and flush toilets. For those traveling with families, there is an on-site playground, while boaters will appreciate the convenient boat ramp access for launching fishing trips. A dump station is also available on-site for self-contained rigs.

Nearby Attractions & Things to Do

Outdoor enthusiasts can experience world-class white water rafting on the nearby Russell Fork River, which is famous for its challenging rapids during the autumn reservoir drawdowns. Just a short drive away is Breaks Interstate Park, often referred to as the Grand Canyon of the South, offering spectacular overlooks and miles of hiking trails. The reservoir itself remains a premier spot for fishing, particularly for hybrid striped bass, walleye, and crappie.

Who This Park Is Best For

This destination is ideal for nature lovers and anglers who prioritize direct access to the water and quiet surroundings over high-end resort amenities. It is a fantastic choice for families seeking a traditional camping experience and for RVers who enjoy scenic mountain driving. If you prefer a rustic, authentic atmosphere with plenty of opportunities for hiking and boating, this COE park is an excellent addition to your Southwest Virginia itinerary.

It's free. And it's beautiful on the river side. It does have a play ground, grills and shelters and a court for tennis or pickleball, or whatever you want to play, horseshoes, and restrooms.

A wonderful space I've enjoyed my whole life. It's a favorite fishing hole with grills, picnic shelters and playground.
